Products used against insects and rodents contain substances which can pose a risk to health and the environment if not used properly. These products must therefore normally be evaluated and authorised by the Norwegian Environment Agency.
In accordance with the Norwegian Regulation on Pest Control (only available in Norwegian) and the Biocidal Products Regulation (Article 37 in Regulation (EU) no. 528/2012) the terms and conditions of a product authorisation can be adjusted. The Biocidal Products Regulation is implemented in Norwegian Law through the Norwegian Biocide Regulation.
In addition to the restrictions commonly agreed at EU/EEA level, the Norwegian authorities also apply certain national restrictions when the products are authorised. Derogations from the restrictions can in special cases be given at product authorisation level, if the products in question do not cause a concern.
User categories
EUs Biocidal Products Regulation distinguishes between three user categories for insecticides and rodenticides: general public, professional and trained professional. According to the Norwegian Regulation on Pest Control, there is however normally only two user categories in Norway: general public and trained professional (authorised pest control operator). The exceptions are:
- Persons with special authorisation (farmers) can use most of the rodenticides for trained professionals on own or rented property. These products are labelled with the user category "godkjent skadedyrbekjemper og andre med særskilt authorisation".
- Farmers can use some of the insecticides in animal housings on own or rented property. These products are labelled with the user category "professional".
The Norwegian authorities expect that trained professionals have the necessary knowledge, skills and experience to combat the relevant target organisms in an efficient and safe way.
Rodenticides
The national restrictions specify that use of bait station is mandatory and defines which user categories that can use the different rodenticides. Products made available for trained professionals and others with a special permit only, shall include this information on the label.
