What is the Product Register?

Producers and importers of specified substances and mixtures must register information in the Norwegian Environment Agency`s application “Chemical Declatation to the Product Register”. The Product Register gives the authorities knowledge about hazardous substances and mixtures on the Norwegian market.

The data is used by the Norwegian authorities to monitor chemicals, perform risk analyses related to chemical substances, and to deal with acute situations.

Data in the Product Register includes:

  • Substances and mixtures
  • Hazard classification
  • Quantities
  • Use of chemicals
  • Composition
  • Submitting company

Data from the Product Register are used for:

  • The authorities' control of classification and chemical documentation
  • Risk analyses related to chemical substances and their use
  • Statistics
  • Advise related to acute situations
  • Planning and execution of controls of importers, producers, and distributors of chemical products
  • Regulatory work
  • National reports to international conventions and regulations on chemicals

What is to be declared to the Product Register?

The duty to declare chemicals to the Product Register is set out in the Norwegian declaration regulation. There is also a duty to register biocides and explosive precursors. The regulations regarding registration in the Product Register are national regulations that apply in addition to the notification duties in the European regulations CLP and REACH.

The duty to declare chemicals apply to:

  • Chemicals classified according to article 3 in the CLP regulation with annual amounts of 100 kg or more.
  • Biocides
  • Chemicals containing precursors for explosives.
  • Chemicals that are relabeled by the company before they are put on the market.

The role of the Norwegian Environment Agency

The Product Register is the official register of hazardous chemicals in Norway and is administered by the Norwegian Environment Agency.

The Norwegian Environment Agency, the Norwegian Labour Inspection Authority, the Directorate for Civil Protection and the Petroleum Safety Authority Norway supervise that Norwegian companies comply with the requirements of the regulations. We also provide advice and guidance.

Security

Business secrets that are sent to the Product Register are handled securely. The security procedures for administration and use of data in the Product Register are based on the Information Protection Instructions.

Based on these instructions, the Norwegian Environment Agency has drawn up security procedures for the product register and for companies that use classified information from the product register.

The duties of the company

Registration/Declaration

Registration must take place when manufacture, placing on the market or professional use begins in Norway.

The chemical receives a declaration number upon registration in the Product Register, and this number must be given) in section 15.1 of the safety data sheet.

Annual fee

There is an annual fee for chemicals subject to the declaration duty.

For each chemical product, subject to the declaration duty, an annual fee must be paid, cf. the Declaration Regulations (not currently available in English) article 10-13. The Norwegian Environment Agency has been authorized to collect these fees. The fees cover enforcement activities to ensure that companies comply with Norwegian regulations relating to chemicals.

The fees are adjusted annually according to the consumer price index. From 1 January 2025 it will be 860 NOK per chemical up to 100 chemicals, and then 140 NOK for each chemical above. The maximum fee is 115 570 per company, regardless of the number of chemicals.

If the substance or mixture is classified only with respect to fire, explosion or oxidation hazard, it will not be subject to a fee.

Chemicals that are biocides have an annual biocide fee according to the Regulation for biocidal products. These chemicals are except from the chemical fee.

The Environment Agency systematically adjusts the invoices to avoid that any company must pay a double fee. Please let us know if you have paid biocide fee for a chemical listed on the invoice for the chemical fee.

Annual reporting of quantities

Annual quantities of chemicals imported to Norway or produced in Norway, must be reported for the entire previous year. This includes chemicals that was discontinued during the previous year. All quantities must be given in tons.

The deadline is 15. March every year.

Notification to the Poison information Center

importers and downstream users of mixtures classified with health or physical danger must notify these to the Poison Information Center according to CLP article 45 and annex VIII.

Notifications must be done to Echa`s portal for Poison Notifications (PCN-portal) when notifying to the Norwegian Poison Information Centre.

The data submitted are used by Poison Centers in Europe for emergency health response when accidents or inappropriate use occurs. The Norwegian Poison Center, Giftinformasjonen, have access to Each database of Poison Centre Notifications for the Norwegian marked.

The duty to declare chemicals to the Norwegian Product Register, as given i national regulation, is still valid in addition to the notification to Poison Centres.

The Norwegian Environment Agency and the Norwegian Poison Information Centre are appointed body according to CLP article 45.

Guidance and login for declaration of chemicals

The Declaration Regulation describes what you need to submit when registering chemicals in the Product Register.

A declaration of a chemical product includes:

  • Company name, address, telephone number
  • Commercial name of the chemical
  • Hassard classification
  • Norwegian customer
  • Chemical composition
  • Area of use and product type
  • Physical properties
  • Yearly report of annual quantities.

All registration to the Product Register must be done through the Norwegian Environment Agency's online electronic system for declaration of chemicals.

Foreign users may access the system from the portal "Min Side" (My page).

To access the application, you must create/have a user profile at "Min Side".
