Our participation in the projects shall contribute to producing new knowledge relevant for our work.

This page provides guidelines for researchers and research institutions who want to invite the Norwegian Environment Agency as a partner or in a reference group for a specific project.

Criteria for whether we agree to participate in a project

Basis for assessment of relevance

How to send your invitation to the Norwegian Environment Agency:

  • Please send your invitation to participate in a research project no later than three weeks before the application deadline to the funding programme.
  • Please send your invitation by e-mail to: post@miljodir.no, with a copy to fou@miljodir.no.
  • Please indicate in the email subject line the following case number: 2025/202, as well as "Invitation to participate in the research project [...]".
  • Institutions that wish to invite the Norwegian Environment Agency to participate in several projects, are requested to send all the invitations together in the same inquiry.
  • Please provide information about each project application as a separate attachment (see below which information is required).

We can contribute up to 1-2 working weeks per year in the projects we participate in.

Information to be included in the inquiries

For us to assess whether we can participate in a research project, it is important that we receive sufficient information.

The following list includes key information that should be included in your invitation to participate in a research project.

  • Project title
  • Project manager / contact person, institution and contact information
  • Which program and call for proposal will the application be directed to?
  • What is the application deadline?
  • What is the project duration?
  • What topic or challenge does the project address and what is the objective of the project? Feel free to attach the summary of the application.
  • How and why is the project relevant to the Norwegian Environment Agency? (Please refer to the criteria for assessing relevance linked above)
  • What role is the Norwegian Environment Agency intended for? (user partner / partner or participant in reference group, see explanation below)
  • What are the resources required from the Norwegian Environment Agency (time per year)
  • Which other organizations are proposed as participants in the project (preferably both partners and participants in any reference group)
  • Participation as a user partner involves a contract-based collaboration in the project.
  • We send a letter of intent (LOI) to confirm that we are willing to participate as a user partner if the project is funded.
  • We do not attach the CV of our employees since we will contribute with our expertise as the Norwegian Environment Agency. This is in accordance with the Research Council practice.
  • When the project receives funding, we will decide who will participate on behalf of the directorate.
  • Participation in a reference group is not a contract-based collaboration.
  • We do not send a letter of intent, but we will provide a written confirmation that we are willing to participate in the reference group, if the project is funded. This is in accordance with the Research Council practice.
  • When the project receives funding, we will decide who will participate on behalf of the directorate.

A letter of support implies that the Norwegian Environment Agency confirms that the project will provide results that are relevant for our work. It is not a letter of intent and does not imply that we will participate in the project.

Generally, we do not send letters of support, unless the call requires it to be part of the application.
