What is extended producer responsibility
Extended Producer Responsibility (EPR) is an obligation that makes producers responsible for the life cycle of their products, including waste management. This means that producers are responsible for the collection and treatment of certain products after they have been used. The aim is to reduce waste and achieve environmental goals such as recycling targets.
When does EPR apply
EPR applies to the following product types in Norway:
- Batteries
- Packaging
- Electrical and electronic equipment
- Vehicles
- Insulating glass containing PCB
- Tyres
The following product types will be subject to EPR obligations in the near future:
- Single use plastic
- Fishing gear containing plastic
- Textiles
Who is responsible?
The responsibility usually lies with whoever first introduces the product to the Norwegian market. You have EPR responsibility when selling directly to Norwegian consumers. If you sell your products to an importer or someone who uses the product as a component in their own products you do not have EPR obligations.
How to manage EPR
If you sell any of the products listed above, you may be required to register and pay EPR fees. This shall be done by joining a producer responsibility organisation (PRO).
If you are a producer situated outside of Norway you may appoint an authorized representative to handle EPR obligations on your behalf. An authorized representative will act as your liaison for EPR compliance and may represent you in one or multiple countries. In some EPR schemes an authorized representative is mandatory for producers situated outside of Norway and in some cases the PRO can act as an authorized representative.
